Ugarte is set to complete his medicals on Thursday, ahead of his move from Paris Saint-Germain.
After that, the Uruguay defender will sign off on the personal terms of a long-term contract.
The Red Devils remain confident he will be registered by midday on Friday to be available for the Reds’ visit.
United will pay PSG an initial €50m (£42m) plus €10m (£8.4m) in performance-related add-ons.
